Ditto I’ve seen a few ‘learners’ lately.

The cut-off date in July is arbitary and doesn’t represent the Euro3 compliant bikes that were registered before that date or the sub-Euro3 bikes registered afterwards.

Advanced development/launching of compliant bikes allowed the former and ‘Derogation’ rules allowed the latter. All very boring but indicative that TfL have made sweeping assumptions if this really is about emissions.

Yes, that’s good, but note that this only applies to the T charge, which is separate from the ULEZ coming in 2019. At the moment bikes will still be subject to the ULEZ rules, although let’s hope that changes before 2019 as well.
