Rear wheel spacer

Hi. Hopefully a straight forward question.

I’m just rebuilding my T3 after a partial refurb and didn’t make a note of which way round the stepped spacer goes on the left side of the rear wheel. It’s the one between the swing arm and wheel bearing and logic suggests flat side towards the bearing but when I do that and tighten everything up the wheel is very tight. Fit it the other way (stepped side to bearing) and the wheel is free but it just doesn’t seem right to me. Can anyone confirm which way it should be fitted.

Flat edge to outside, shouldered side presses against inner race of bearing.

That’s the way that allows the wheel to spin the most freely but just needed to double check.
