Does anyone know what the bit attached to the lower fork leg is? I have seen the same bit on a picture of the Stornello in the factory museum.

I believe it’s a crude anti-theft device which is released with a key and the bar rotated into the wheel to stop it rotating. An early disc lock- without a disc!
