Does anyone know what the tube connections are for on the tops of the forks of my V65.
Probably a balance pipe to keep equal air pressure in each side - only one seems to have a schraeder valve so its likely that you pressurise both from the same valve.

Yes, it’s a pressure balancing pipe. You can use stiff plastic hydraulic pipe to replace the missing section. Or try Gutsibits for a used spare. It does make a slight difference to the fork action.

Do you know what the pressure should be?
It should be 1 Bar / 14.5 psi, according to the owners manual.
