There was a recent in depth conversation about the Electrex rectifier / regulator just recently. It may or may not help you.

850 T4 not charging

Unfortunately this doesn’t make sense, because as I said the brown wire output is battery positive to the rotor, if the chip is working, and so there will be no Voltage between it and actual battery positive. However if that’s what’s happening, then the chip appears to be working. But do the test for Voltage across the brushes to be sure.
