Nik has it, they fit around the fork stanchion with a rubber below and above (I have bought O rings to support mine as I could not source the original rubbers and my forks are not standard) which are held between the headlamp brackets pushed up under the top yoke. The bend is to the top and the small holes bolt to the clock surround, again with rubbers in the clock supports. The brackets you have are not shown in the parts book for some reason.
On my bike I wanted the clocks lower so I have stainless steel spacers and turned the brackets upside down see photo below. Mine are supported by the Tomaselli clip-ons, but you get the idea! So from the top down

but this arrangement is not standard. Also my brackets have been altered for 38mm diameter Marzocchi forks. Well it is mostly non-standard!
